Major Robert Boudreau, a CAA member, and Majors Richard Phillips and Don Newberry Jr., all serve in either the 3rd or 4th Civil Affairs Groups, U.S. Marine Corps Reserve. Their article, published here in Small Wars Journal, argues in support of the Marine Corps Concept for Civil Affairs. The officers recommend Marine Corps commanders "should seek not just to incorporate CA personnel at the planning level, but also to employ CA capabilities at the tactical level to help shape the civil environment to achieve maximum effects on nations of strategic importance to the United States." Major Boudreau, Phillips, and Newberry suggest ways embedding CA personnel in U.S. embassies would yield benefits for commanders and interagency partners.
