The Civil Affairs Issue Papers Committee has selected the five papers for presentation at the Civil Affairs Symposium on “Integrating Civil Affairs” in Tampa, FL on Saturday, 19 October. The authors will compete for audience ballots on cash awards per paper of: 1st prize, $1,000; 2nd prize, $500; and 3rd prize, $250. The papers include (click on title for PDF summary):

• “Civil Affairs as a Function of Smart Power”

Captains Kevin Chapla, James P. Micciche, and Kyle Staron

• “A Civil Information Battalion Enables Effective Integration of Civil Knowledge”

Major Ian Duke

• “Integrating Civil Affairs Through the Application of Battlefield Relevant Civil Information Management”

Major Brian J. Hancock, Timothy P. Darr, Riannon Hazell, and Peter Grazaitis

• “Private Sector Developed Capabilities, Not Readiness, as the Key to Civil Affairs’ Future”

Major Giancarlo Newsome, Colonel Bradford Hughes, and Colonel Douglas R. Hurst

• “Changing the Business Model Part II: Integrating Civil Affairs as a Compass for Expeditionary Diplomacy"

Mr. Robert Schafer and Lieutenant Colonel Shafi Saiduddin

These papers will also appear in the 2019-20 Civil Affairs Issue Papers, the sixth such volume, for release at the Civil Affairs Roundtable in the Washington, D.C. area next spring.

The five papers were among 23 submitted this year. “This was not an easy process,” noted Committee Chairman Brig. Gen. (Ret.) Bruce B. Bingham. “Many were very worthy of publication and just about every paper, however, contained insights and ideas worthy of seeing the light of day.”

Fortunately, the Association offers two options to the authors of papers not selected. One is to have paper-based articles published in the Civil Affairs Journal on the Association website over the winter. To reach much wider audiences, they can look at the professional journals cited on the Publication Advisory Board webpage and see how a version of their paper can help mainstream civil affairs into the larger discussions of the Army, the Joint Force, and national security issues. Board members are available to provide advice and assistance.

In addition to Bingham, members of the Committee include Maj. Gen. (Ret.) Mike Kuehrs, Col. (Ret.) Mike Cleary, Col. Leonard DeFrancisci, Col. (Ret.) Joe Kirlin, Col. (Ret.) Christopher Holshek, and Col. (Ret.) Larry Rubini. Holshek and Rubini also serve as the paper editors.

Because the issue papers will be revised and edited following the Symposium in preparation for publication, copies are not available until next spring.
