Lieutenant General Charles Hooper (Ret.), Former Director of the Defense Security Cooperation Agency leads off with a keynote webinar on Monday the 5th of October on “Beyond Random Acts of Kindness: Coordinating Military Engagement in the Era of Multi-Domain Operations.” Lieutenant General Jody J. Daniels, former CA officer and the first woman selected as Chief of Army Reserve and Commanding General, U.S. Army Reserve Command, follows up with remarks on “Civil Affairs and the Future of the Army Reserve.” Brigadier General Robert S. Cooley Jr., former 353rd CA Command commanding general and now U.S. Army Reserve Command Chief of Staff, closes the interactive discussion.
Two of the four online workshop meetings then begin that afternoon, first with Civil Affairs Force Modernization Update on CA in Army and Marine Corps Initiatives, run by the Proponent at the U.S. Army JFK Special Warfare Center & School at Ft. Bragg, NC. The second workshop, run by the U.S. Army Civil Affairs & Psychological Operations Command (Airborne), will be the first opportunity for many to hear new Commanding General Brigadier General Jeffrey Coggin discuss his vision for going forward on command strategic initiatives for USACAPOC(A).
Tuesday the 6th features two more workshops, one the Non-Commissioned Officer Forum on “The Role of the CA NCO in Multi-Domain and Joint All-Domain Operations” (MDO/JADO) by key senior Army and Marine NCO leaders. The fourth and final workshop, on Current CA Operations, gathers perspectives from junior CA leaders from all major geographic regions with fresh experience in CA operations.
Panel webinars then begin with an interagency discussion of “Young Leaders Working Across Gaps and Along Seams.” The second panel is on the special topic of “Gender, Population Engagement, and Civil Affairs.” In addition to the Army Combined Arms Center, women CA leaders will weigh in with their own observations.
Strategic awareness for CA professionals continues on Wednesday the 7th with a panel webinar on Allied and multinational perspectives on civil-military engagement and influence, including CA officer Lieutenant General Hugh Van Roosen, Deputy Military Advisor at the United Nations, the NATO CIMIC Center of Excellence, British Army Land Warfare Center, and Canadian Army Influence Activities Task Force. Finishing up is a civil affairs industrial base discussion on “An Innovative Partnership with Hollywood and Valka-Mir on the Human Domain Matrix VR Simulation, Training Cross-Cultural Communications and Civil Engagement.”
The Symposium finale will be the presentation of the five papers selected for publication as the 2020-21 Civil Affairs Issue Papers. Webinar participants will vote on the best paper presentation for a first-place prize of $1,000.
